Play Video As Desktop Background With VLC On Mac OSX. Open VLC.
Go to "Preferences".
Select the "Subtitles & OSD" tab and uncheck the "Enable OSD" box, click "Save".
Open "Preferences" again.
Towards the bottom of the window there is an option for "Basic" or "All", select "All.
Now find "Interface" and expand it, now select "Main interfaces", finally select "macosx". In this window, check the box beside "Use as Desktop Background".
The next step is optional, and you can use it if you want your video to loop.
With VLC still selected, select "Playback" from the top menu bar and then select "Repeat One".
Now your done. There are probably much better options than this for a dynamic wallpaper with apps such as "wallsaver" and "backlight" (google) but VLC is an easy and free alternative for if you want to use video as your wallpaper.
The process is similar in Windows, sometimes you can just right click on the video and the wallpaper option comes up, if interested refer to here:
